Error description

• The EXEC CICS CONVERTTIME command returns an incorrect
  ABSTIME when converting a RFC 1123 date string.

  A CICS application program issues a CICS CONVERTTIME command,
  to format an RFC 1123 format string. For example:
     EXEC CICS CONVERTTIME
     DATESTRING('Fri, 29 Aug 2025 17:10:46 +0000')
     ABSTIME(data-area)
  CICS returns an incorrect ABSTIME value which is not
  the number of milliseconds since 00:00 on 1 January 1900.
  

Problem conclusion

• CICS has been changed to ensure that a correct ABSTIME
  value is returned to the application which issued the
  EXEC CICS CONVERTTIME command.
