Error description

• RC(20) when invoking REXX extensions commands in a non ISPF
  environment.
  

Local fix

• add the necessary ISPF allocations to the batch job and invoke
  the exec via:
  ISPSTART CMD(QMF01)
  

Problem summary

  * USERS AFFECTED: All QMF for TSO and CICS Version 13.1 users. *
  ****************************************************************
  Users running REXX extensions commands added in QMF V13.1
  APAR PH65455 in a non-ISPF environment will receive an
  inexplicable ISPF error RC(20). User may have been running the
  REXX extension command in batch using IRXJCL or in interactive
  QMF without ISPF available.

  Users running REXX extension command DISPLAY CHART without
  having the QMF Applications FMID JYQDD10 installed will receive
  an ABEND806 for module DYQLANGE.
  *
  Users running the following sequence of commands:
  REXX extensions command DISPLAY CHART
  SHOW ANALYTICS
  REXX extensions command DISPLAY CHART
  SHOW ANALYTICS
  Can get error DSQ50616 Unexpected RC 8 from &qat..
  *
  Users may receive an ABEND0C4 when running REXX extensions
  command RUN SQL on a long VARCHAR, HEX or BIT data types.
  

Problem conclusion

• The QMF REXX extensions command interface has been enhanced to
  support running in a non ISPF environment.
  
  In order to address the ABEND806 for DYQLANGE, the QMF REXX
  extensions command interface has been fixed to
  detect the missing QMF Applications module DYQLANGE and issue
  the message DSQ51345 QAT start error.
  
  To address the SHOW ANALTYICS error DSQ50616, QMF has been
  updated to properly handle the environment so that the
  command sequences will properly execute.
  
  RUN SQL will truncate data at 256 characters when displaying
  long VARCHAR, HEX and BIT data types.
