Error description

• - When splitting a partition that is not the first partition,
  the HIBLOCK value of the new partition can be incorrect.
  
  - When splitting a partition and the relative block number in
  DBD is larger than that in RECON, the HIBLOCK value of the new
  partition can be incorrect.

  - The HIBLOCK of the first partition was used for the one for
    the new partition. The value for partition to be processed
    should be used.
  - When splitting a partition and the relative block number in
    DBD is larger than that in RECON, the HIBLOCK in DBD was
    used for the new partition.
  

Problem conclusion

• - Code has been changed to use the HIBLOCK of the partition to
    be processed.
  - Code has been changed to always use the HIBLOCK in RECON for
    the new partition.
