Error description

• For a DB with a only root segment and one occurrence per
  CI/block, the exception: EXCESSIVE_SEGMENT_SCATTERING will be
  ignored and the DB will not be reorganized.

  *                 the Smart Reorg utility with the conditional *
  *                 reorganization function.                     *

  * PROBLEM DESCRIPTION: For a DB with a only root segment and   *
  *                      one occurrence per CI/block, the        *
  *                      EXCESSIVE_SEGMENT_SCATTERING exception  *
  *                      will be ignored and the DB will not be  *
  *                      reorganized.                            *

  * RECOMMENDATION: Apply the maintenance for this APAR.         *

  If the database contains only a root segment and has one
  occurrence per CI or per block, the Smart Reorg utility does not
  report the EXCESSIVE_SEGMENT_SCATTERING exception.
  This is because, for this type of database, the value of the
  data element DB_PCT_NUM_PTR_DIFF_BLK that is used in rule
  IBM.SEGM_SPREAD.10 is reported as 100%. This value causes the
  EXCESSIVE_SEGMENT_SCATTERING exception to be reported, which
  then triggers action REORG for the database, even when a
  reorganization is not required.

• Reorg Expert has been modified so that it no longer reports the
  EXCESSIVE_SEGMENT_SCATTERING exception if the database contains
  only a root segment and there is one occurrence per CI or per
