  * PROBLEM DESCRIPTION: The APAR provides support for running   *
  *                      EXPLAIN on dynamic SQL statements.      *
  ****************************************************************
  This APAR provides the following enhancements and changes:
  
  - Adds the following new line commands for EXPLAIN on a
    statement entry in DSN_STATEMENT_CACHE_TABLE on panel ADB2ES2:
  
      DE - Delete EXPLAIN data
      E  - EXPLAIN
      LP - Show PLAN_TABLE
  
  - Allows the primary command EXPLSTMTCACHE (runs EXPLAIN
    STMTCACHE ALL) regardless of IFCID settings on panel ADB2ES2.
  
  - Displays warning message ADBC146W when both IFCID 316 and
    IFCID 318 are not activated for the Db2 command START
    DYNQUERYCAPTURE on panel ADB2ED1.
