  During an investigation where it looked like this feature may
  not be working reliably, it was found that there was an
  problematic use of multiple getenv() calls which may result in
  all pointers referring to the same/last retrieved value rather
  than their respective values.
  

Problem conclusion

• The code was updated to not rely on getenv() not reusing the
  returned address, as zOS does. Additionally, when
  IHS_CHILD_NOEXIT_ACTION=operconsole is set the message is sent
  to the error_log additionally. The fix for this APAR is targeted
  for inclusion in IBM HTTP Server fix packs 8.5.529. and
