  ADBZ008E Table(s) can not be added because the associated
  accelerator is not online.
  
  This occurs when adding a table to an accelerator that is
  actually online. The problem is due to the fact that the
  customer's CCSID is 420 (Arabic) and the parsing of the XML
  output from accelerator function has errors due to that.

  The user issues an ADDA line command on  panel ADB21T to add a
  table to an accelerator  while using CCSID 420.  This CCSID
  causes problems with the XML output from accelerator functions,
  which then causes an invalid error message that the accelerator
  is offline. The real problem is invalid characters in the
  XML output from the accelerator function.
