Error description

• There was a development change made at 5.6 that moved the
  location of where the options handler program was called from.
  The new point is before the HTTP headers have been saved so the
  EXEC CICS WEB READ HTTPHEADER command doesn't return any
  information.  It did work in 5.4 and 5.5 and should continue to
  work.

  * PROBLEM DESCRIPTION: The TCPIPSERVICE options handler        *
  *                      program fails to find any HTTP headers. *
  ****************************************************************
  An HTTP OPTIONS request is received and the options handler
  program (OPTIONSPGM on the TCPIPSERVICE) is called which issues
  EXEC CICS WEB commands to read the HTTP headers. Those commands
  fail with resp=13 and resp2=1 which means 'Header not found'.
  

Problem conclusion

• CICS has been updated to ensure the HTTP headers are available
  to the options handler program.
