PH67248: A high elapsed time is reported for the first invocation of an API requester after a period of inactivity.

APAR status

• Closed as unreproducible in next release.

Error description

• The z/OS Connect SMF123 data for API requesters shows that,
  usually on the first invocation, a long time is spent
  after the API requester request has been received by the z/OS
  Connect server and before it is sent to the API endpoint.
  Subsequent invocations for the same API requester do not show
  the same delay.  After a period of inactivity, the first API
  request might show the same symptoms.

  During initialization of an API requester, a network call
  is made that under certain configurations could cause an
  extended delay while waiting for a response.

• z/OS Connect has been changed to reduce the impact of the
  network request causing the reported delay in the processing of
  API requester requests.
  
  The fix for this APAR is expected to be delivered by the PTF for
  z/OS Connect V3.0.96.0 (PH67345).
