  Code to support a future local profile enhancement new
  function.
  
  After a thread reuse, if the package information is retained
  due to RELEASE(DEALLOCATE), the profile may not apply since Db2
  thinks that it has already checked for this package. Db2 code
  has been changed to track that this thread is being reused and
  to apply the appropriate profile.
  
  Db2 did not track if built-in system global variables had been
  explicitly set by the application. Db2 code has been changed to
  track if the built-in system global variable has been
  explicitly set by the application and to give it the
  appropriate precedence.
