Error description

• In the Maintenance Mode dropdown menu, the Terminate, and Set
  mode button are currently enabled for Web server types,
  despite not being supported. Furthermore, the Submit Action
  button is sometimes enabled even when there are no actions
  available in the action dropdown menu for the selected server
  type. Both issues could lead to unauthorized actions and
  confusion.

  On the All Servers panel, the Maintenance Mode dropdown menu,
  Terminate, and Set mode button should not be enabled for web
  server types. Additionally, the Submit Action button
  is sometimes enabled even when there are no actions available
  for the selected server type. These two issues introduce
  unintended behavior by bypassing the expected user flow and
  could lead to unauthorized actions.
  

Problem conclusion

• The Maintenance Mode dropdown menu, Terminate, and Set mode
  button are now disabled when a user selects web server types.
  Additionally, the Submit Action button is disabled when no
  action is available for a middleware server on the All Servers
  panel.
  
  The fix for this APAR is targeted for inclusion in fix
