PH66913: Message DFHXM0002 0408 is issued from DFHXMLD repeatedly

Error description

• Customer's CICS region started producing system dumps with
  message DFHXM0002 A SEVERE ERROR (CODE X'0408') HAS OCCURRED IN
  MODULE DFHXMLD repeatedly.

  * PROBLEM DESCRIPTION: CICS started requesting system dumps    *
  *                      with message DFHXM0002 CODE X'0408'IN   *
  *                      MODULE DFHXMLD.                         *
  ****************************************************************
  Transactions started via EXEC CICS START commands utilize a
  counter that increments and decrements as they are used. The
  customer was running a large number of transactions over several
  months that were run remotely via an EXEC CICS START with a
  SYSID and no remote attributes on their corresponding
  transaction definitions. These remotely run transactions were
  incrementing the counter but failed to decrement it. Eventually
  the counter became negative number. All was fine until the same
  transaction got started locally and the count was checked to see
  if it was less than one, which it was and message DFHXM0002 was
  issued.
  

Problem conclusion

• DFHEIIC has been changed to ensure that the transaction counter
  correctly reflects the number of transactions running.
