    ****************************************************************
The embedded CICS TS Liberty JVM server requires an upgrade of
    WebSphere Liberty to version 25.0.0.6.

Problem conclusion

  • CICS TS has been updated to use a Liberty JVM server that is
based on WebSphere Liberty version 25.0.0.6.

IBM is required to provide you with certain notices and other
information regarding third party components, included by this
APAR and obtained as part of IBM WebSphere Liberty 25.0.0.6.

    This information is available at:
    https://www.ibm.com/support/pages/node/7247838

When enabling a new Liberty JVM server with feature
cicsts:security-1.0 and no ltpa.keys file, you may now see a
CWWKS0005E in messages.log reporting "No available UserRegistry
service" and FFDCs are captured. In the FFDCs you will see:
    "com.ibm.websphere.security.WSSecurityException:
getActiveUserRegistry failed due to an internal error:
CWWKS0005E: A configuration exception has occurred. No available
    UserRegistry service." and
    "com.ibm.websphere.security.WSSecurityException: getUserRegistry
for realm null failed due to an internal error:
getActiveUserRegistry failed due to an internal error:
CWWKS0005E: A configuration exception has occurred. No available
    UserRegistry service."
This has no known impact on functionality and the ltpa.keys file
will be created by Liberty. This issue is being actively worked
on by the CICS and Liberty Development teams.
