Error description

• A change package containing commands is locked using LOCKLEVELs:
  
   - 1 (ADD, REMOVE);
   - 2 (ADD, REMOVE, READY, UNREADY)
   - 3 (ADD, REMOVE, READY, UNREADY, APPROVE, DISAPPROVE)
  
  A  MIGRATE of the change package fails RC=8 RSN=0121 with the
  following errors:
  
   - CCVBMAIN batch:
  
     CCV9442E The change package is locked.
              The MIGRATE command for this change package is
              prohibited.
  
   - TSO/ISPF online:
  
     CCVE540  Denied by LOCK
              The change package is locked by a Scheme, Package or
              both. The requested function for this change package
              is disallowed.

Problem conclusion

• CICS Configuration Manager is corrected. ADD and REMOVE
  subroutine functions called by MIGRATE are corrected to only
  perform LOCK status checks when their respective API commands
  are ADD and REMOVE.
