PH66488: GEN DOES NOT USE NEWSQLID FOR ADD CONSTRAINT STATEMENT

Error description

• When GEN is run with a NEWSQLID parameter (override value for
  'Object schema'), generated ALTER TABLE ... ADD CONSTRAINT
  statement is using the old schema name.
