  This APAR delivers the following fixes for the zosConnect-2.0
  and zosConnect-3.0 features:
  PH64559 A javax.crypto.BadPaddingException is reported with
          securityUtility encoded passwords containing special
          characters.
  
  This APAR delivers the following new zosConnect-3.0 function:
  - Policy capability for API requesters to provide the dynamic
    choice of API endpoint for the API requester based on the
    policy header values sent by the z/OS application.

• Applying the PTF for this APAR will change the z/OS Connect
  level to V3.0.92.0 as reported in the log:
