Error description

• Jakarta EE 10 application containing annotations related to
  deployment are not processed properly when deploying to
  managed liberty servers.

  This problem only occurs after installing APAR PH65964, and
  only
  when deploying Jakarta EE 10 applications to managed liberty
  servers.
  If the application relies on annotations, the deployment will
  fail, or will generate incomplete module metadata.
  

Problem conclusion

• The problem occurred because of the relocation of the jakarta
  prerequisite jar file "jakartaee10.jar", made under APAR
  PH65946.  That APAR fixes problems in non-MoRE deployments, but
  caused problems for MoRE type deployments, which no longer had
  access to the prerequisite jar file for deployment processing.
  
  A fix was made which provides access to the prerequisite
  "jakartaee10.jar" JAR file when performing MoRE type
  deployments.
  
  The fix for this APAR is targeted for inclusion in fix pack
