  When requesting Db2 thread information from attribute groups
  DP_TH_EXC or VDPTHDET, while processing the code path an ABEND
  is incurred due to a wrong Db2 13 control block offset, which
  in turn was not handled properly by the recovery routine and
  the data retrieval logic switched to a very expensive back up
  path instead, causing elevated CPU consumption.
