  * PROBLEM DESCRIPTION: A new optional parameter, 'NOQUEUE',    *
  *                      is added to the OPEN function of the    *
  *                      Db2 for z/OS Call Attach Facility.      *
  *                      A new field EIBCTNOQ is added to the    *
  *                      EIB to allow an application to          *
  *                      determine if 'NOQUEUE' is supported.    *
  ****************************************************************
  A new optional parameter, 'NOQUEUE', is added to the OPEN
  function of the Db2 for z/OS Call Attach Facility.
  Resource constraints can cause the create thread request
  resulting from a Db2 for z/OS Call Attach Facility OPEN
  function call to be queued.  When the 'NOQUEUE' parameter
  is specified on the OPEN call, the create thread request
  will not be queued but will instead fail with a return 8 and
  reason code X'00F3005A' returned to the calling application.
  
  A new field EIBCTNOQ is added to the EIB to allow an
  application to determine if 'NOQUEUE' is supported.
  The EIBCTNOQ mapping is as follows:
  EIBFLAGS DS    X
  EIBCTNOQ EQU   X'10'     Don't queue create thread supported
