Error description
When the target output directory for Open XL C/C++ for z/OS is an NFS file system the compiler encounters the following error due to NFS not supporting z/OS file code page tagging: $ ibm-clang -c test.c error: unable to open output file 'test.o': 'EDC5134I Function not implemented.' (for binary object output) OR error: error opening 'test.d': EDC5134I Function not implemented. (for text -M -MF test.d output)

Problem summary

Problem conclusion
As a workaround, until NFS have the required support, compiler will create untagged files and ignore errors received from `fcntl()` C function. This fix will create a drawback of redirecting preprocessed output to end up with untagged file with ASCII content and it will require to use iconv to convert to IBM-1047 as follows: `iconv -f 819 -t 1047 <r.i >r.ebcdic.i`.
