PH65801: UMS HIGH-AVAILABILITY FAILURE WITH CERTIFICATE-BASED DBA

• Closed as program error.

Error description

• UMS is unable to authenticate the certificate-based DBA user
  with the ZSS under high-availability, because APIML is unable to
  pass the certificate to ZSS. In the fix, UMS will contact Zowe
  separately to determine current location of ZSS.
