  control block to determine why DVO had an unexpected value.
  
  Background:
  Analysis of an ABEND 04E-00C90218 in DSNIDLDU:5014 issue (during
  REORG DISCARD) stuck since no information was available in the
  DUMP to find out why DVOFSG (first segment in partition's chain)
  was set to a certain value when that segment was not allocated.
