PH65469: UMS TOOLS DISCOVERY CAN GIVE NULL POINTER EXCEPTION

Error description

• When discovering dependent tools, if PathToProductYaml specifies
  a valid yaml file but not a product yaml file, UMS will give a
  null pointer exception. This fix will improve messaging to
  validate tool yaml inputs.

  tool's specific yaml file (eg Db2 Administration Tool's
  SADBSAMP(ADBDSCVS) member) specifies a valid yaml file but it is
  not a product yaml file, UMS will give a null pointer exception.
  
  This fix will improves messaging to validate tool yaml inputs.
