PH65330: UMS CONFIGURATION VALIDATION CAN CAUSE JOB SUBMISSION FAILURE

APAR status

• Closed as program error.

Error description

• During UMS initialization, while checking configuration and
  run-time parameters, a test job named IZPTSTJB is submitted,
  without adding site-specific jobcard elements. This may result
  in a failure of configuration validator with IZPSV0021E and
  error job in spool.
  

Local fix

• Disable use of configuration validator by adding an element
  components.izp.server.validation.validateAtStart and give it the
  value false.
