  This was introduced by PH58180, and only occurs when XML
  parsers are included in the application's class-path, such as
  Oracle's xmlparserv2.
  

Problem conclusion

• The Commons Digester has been reverted to the previous version
  to avoid this issue.
  
  This fix is targeted for 8.5.5.29 and 9.0.5.25.
