* PROBLEM DESCRIPTION: This APAR provides an enhancement to    *
*                      the collection clean up feature.        *
****************************************************************
This enhancement adds the ability to call the ADBBMCL program
with a specified package list to process instead of a
collection. A new primary command CLEANUP and a new line command
CL are added on the Packages (ADB21K) panel to support this
enhancement. New options are added on the ADBPBMCL panel:
 - New mode USER to allow specifying additional rules for
freeing packages.
 - New option 'Not used within'.
 - New option 'Retain newest version'.
 - New option 'Inoperative action'.
 - New option 'Invalid action'.
