  * USERS AFFECTED: All Db2 13 for z/OS users.                   *
  ****************************************************************
  * PROBLEM DESCRIPTION: The Db2 catalog table, SYSIBM.SYSPLAN,  *
  *                      does not utilize the LASTUSED column.   *
  ****************************************************************
  The LASTUSED column from SYSIBM.SYSPLAN is not used. This can
  make identifying the most recently used plans difficult.
  
  To address this, the LASTUSED column in SYSIBM.SYSPLAN will
  now be populated.
  
  Additionally, addressed an issue that could cause the LASTUSED
  column in SYSIBM.SYSPACKAGE to not update as frequently as
  intended.
