Error description
Before a Liberty JVM server is started, CICS uses the Angel Check API to ensure the Angel process is started, if angelRequired=true is set. If the Liberty angel process is not found for any reason, CICS issues the following message: DFHSJ0210 An attempt to start a JVM for the JVMSERVER resource EYUCMCIJ has failed. Reason code: ANGEL_UNAVAILABLE The reason code ANGEL_UNAVAILABLE is too generic and the actual return code is only printed out if CICS tracing is enabled. Additional Keywords: BGVT KIXREVQWD

If the check fails, there are 4 different possibilities for the failure but the reason code that differentiates the failure is not externalised unless CICS tracing is enabled; only a generalised failure reason code ANGEL_UNAVAILABLE is published.
Problem conclusion
CICS has been modified to print the message, usually only issued if CICS trace is enabled, to STDERR for any failures in the angel check.
