Error description

• Occurrence of ABN=0C4-00000011,U=XXXXXXXX,C=MQ900.930.CFM
  -CSQESTAT,M=CSQGFRCV,LOC=CSQELPLM.CSQESTAT+offset.
  
  The problem is a timing window between a TRACE(STATS) SMF
  collection timer popping and the QMGR stopping. If the timer
  pops at an unfortunate point during QMGR shutdown, the SMF
  collection task may try to collect CFM statistics after the
  EANC has been freed. This results in an S0C4 abend in CSQESTAT.
  
  A follow on S0C4 abend occurs during dump processing in
  CSQEDMPS for the same reason.

  The code which handles queue manager shutdown may incorrectly
  attempt to perform statistics collection. If this happens after
  certain internal resources have already been released, it can
  lead to the system trying to access memory that is no longer
  available, resulting in an abend.
  

Problem conclusion

• The code has been updated to prevent further activity that might
  access released memory during queue manager shutdown, avoiding
  this abend.
