  The data set where the error occurred is the temporary log data
  sets that are required to apply captured changes.
  When INITIALIZE(Y,NOAPPLY) was specified, the data set was not
  deleted even if the job terminated successfully.
  The same data set name happened to be generated and an error
  occurred in the next ORF job. When INITIALIZE(Y,NOAPPLY) is
  specified, there is no need to create the log data sets.
  

Problem conclusion

• Code has been changed to skip the process of creating log data
  sets that ORF uses during the Apply phase when
  INITIALIZE(Y,NOAPPLY) keyword is specified.
