• Closed as program error.

Error description

• The generated  TEST runtime option is incorrect and will be
  ignored . The debugger will not start up.
  
  The correct syntax should be the quotations should enclose the
  entire last section of TEST runtime option as follows (both
  single/double quotations should work):
  TEST(ERROR,,,"DBMDT:TEST.PREF(TEOD108)")

• This problem is fixed in versions 16.0.7 and 17.0.1 for the
  following products:
  - IBM Debug for z/OS
