APAR status

• Closed as new function.

Error description

• Other products are looking into integrations into Admin (other
  than the existing CATANAV integration).
  We need to remove the assumption that it is a CATNAV command
  when ADBMAIN is invoked with a CMD parameter.
  With this in place, other tools will be able to navigate to a
  specific panel, or use a command that is defined in Admin Tool.
