Error description

• If subsystem function level is lower than 501 then
  ACCEPT_FL='\{fl}' should not appear in CM batch job.
  

Local fix

• The corresponding CM batch jcl template
  /provision/02-createObjects default.jcl can be updated by user
  to avoid ACCEPT_FL='100'
