  * PROBLEM DESCRIPTION: The dcat, dhead, and dtail utilities    *

  The dcat, dhead, and dtail utilities abend during JSON output
  processing when reading dataset records that contain double
  quotes or control characters. The abend prints a CEE0802C
  message to the terminal. This PTF resolves the issue.
  
  This PTF also includes these fixes for the pcon utility:
    - The specific time option (-s) prints log records from 24
      hours earlier than requested.
    - The log for the executing system is printed again for each
      node in a sysplex.
    - The pcon process hangs indefinitely when a system log job
      has a status other than 'AC'.
