PH64281: "FILE NOT FOUND" ERROR WHEN EXPORTING IN CSV IF THE EXPORT TARGET CSV FILE DOESN'T EXIST IN RPP V9.7.3

Error description

• When exporting the Level Address and Length tab of a segment,
  one can only export if the export target csv file already
  exists.
  This defect is present in IDz v16 version and not in the IDz
  v15.
  The .metadata log does not show any malfunction.
  

Local fix

• Browse button should not be used to select the folder.
  
  Entering the file name directly in "Select the export file"
  field
  
  will work even if the file does not exist yet.
