PH64145: IEA705I Error during freemain SYS code = 378-18 when restarting zRes before then stopping IMS

Error description

• The HBRC is executed at start up of IMS by a pre initialization
  call.
  HBRC and HBRD in COBOL program take no action to free shared
  memory.
  Shared Memory is freed via a termination procedure when IMS is
  shutdown because the connection remains open until IMS
  is quit, ODM resource manager termination code gets run.
  
  
  The issue is unlikely to be seen as it only occurs when a
  customer shuts down a busy server and fails over to a
  secondary server. In this unique case the termination manager
  malfunctions and attempts to free the memory of the a server
  twice.
