  After executing the enableEncryption command, only the passwords
  in the server.xml file were encrypted to AES format when a new
  server was created. The passwords in the ws-security.xml file
  remained in XOR format.
  

Problem conclusion

• When a new server was created, only the server.xml file was
  updated to reflect the selected encryption type. If AES was
  chosen, only server.xml was updated with AES encryption. This
  fix
  adds code to also consider the ws-security.xml file, ensuring
  it
  is encrypted in the selected format.
  
  The fix for this APAR is targeted for inclusion in fix pack
  .5.5.27 and 9.0.5.23.
