Error description
When the queue manager is shutdown, it causes the CHNIT to start terminating all its channels, part of that process is that the channels attempt to send a network flow to the remote partner systems indicating that the queue manager is shutting down. However, because the queue manager termination has also triggered the CHINIT to implicitly shutdown, it has itself requested that no new SSL/TLS channels be allowed to start, however this has the effect of blocking any new requests to the SSL tasks and prevents the data from being encrypted and this failed request results in the CSQX630E message being issued. The CSQX630E message that triggered the message in the above was caused by a channel . This is a SVRCONN channel that had been running previously. It was awaiting requests to be sent from the client at the time of queue manager termination. When it gets notified of the queue manager termination it attempts to let the client know and the SSL communication fails in the manner described above. To improve this process when the queue manager is terminated before the CHINIT, either the channels do not report this misleading CSQX630E error or are able to send the queue manager quiesce notification to clients.

Problem conclusion
CSQX630E is no longer issued due to errors queueing requests to the SSL/TLS server tasks during channel initiator termination.
