Error description

• UMS will be update to use SYSPROC.ADMIN_COMMAND_DB2 instead of
  db2ifi in the backend of the Db2 command processor to allow for
  greater flexibility, for example:
  - Relying on Db2 to return output in the correct encoding
  - Run commands against a specific member of a Db2 data sharing
  group
  Addresses the issue observed when exploring objects, where
  Nordic charactesr are not shown properly in the Status tab,
  but are shown correctly in other views.
