PH63770: COMPARE JOB HANGING WHEN TWO REORGS ARE NEEDED FOR ONE OBJECT

Error description

• Object Compare job enters an infinite loop when two in-line
  REORGs are generated for one object. The issue is related to the
  reorg optimization process, so the workaround is to set 'Disable
  REORG optimization' option to YES.
