PH63655: ALLOW TO SPECIFY THE USERID THAT CALLS SYSPROC.ADMIN_INFO_SYSPARM

Error description

• A parmlib parameter should allow to choose on behalf of which
  userid Db2 HPU invokes the SYSPROC.ADMIN_INFO_SYSPARM Db2 stored
  procedure. This allows to avoid giving the MONITOR1 privilege,
  required to call this stored procedure, to the submitter of the
  Db2 HPU step.
  
  This capability is useful when the setting of Db2 HPU implies
  the invocation of SYSPROC.ADMIN_INFO_SYSPARM which occurs if any
  of the following conditions is true:
  
      the VUU100/ENBHIST parmlib parameter is set to= AS_DB2_ZPARM
  
      the value of the VUU030/ULOPTNS parmlib parameter contains
  USE_ADMIN_INFO_SYSPARM(YES).
