  response compression with mod_deflate.
  

Problem conclusion

• Added directive DeflateMinLength which specifies the minimum
  length of a response to be eligible for compression.
  
  Note:  Because the decision about whether or not to compress
  the response is made before the beginning of the  response is
  forwarded, smaller responses flushed before the specified
  number of bytes have  been queued to the server may still be
  compressed.
  
  DeflateMinLength cannot prevent compression on zOS when
  mod_charset_lite converts the response.
  
  The fix for this APAR is targeted for inclusion in IBM HTTP
  Server fix pack 9.0.5.22
