APAR status

• Closed as program error.

Error description

• The S0C4-38 abend occurred in kqiTopicLocateParent in CSECT
  CMQXKTPT due to CSQMSUBI calling kqiResolveTopic with a NULL
  topic node which shouldn't be possible. Looking at the dump
  shows that this has happened because no SYSTEM TOPICs were
  defined. These are usually defined by CSQINP2 member CSQ4INSG.
  This problem only seems to occur when subscribing to a topic
  using a topic string.
  

Local fix

• The workaround to this problem is using an up-to-date CSQ4INSG
  which defines the SYSTEM TOPIC objects.

  The code responsible for managing subscriptions to topics does
  not check whether the root topic node has been created before
  attempting to add a new topic. Since a root topic node is
  required for this action, the operation fails.
  

Problem conclusion

• The code has been changed to create the root topic node during
  topic manager startup if it hasn't been created already.
