Error description

• FREE PACKAGE with PLANMGMTSCOPE(INACTIVE) and INVAIDONLY(YES)
  doesn't free eligible phased out copies correctly. The phased
  out copies should be freed regardless of the INVALIDONLY option.

  * RECOMMENDATION: Apply corrective PTF when available          *

  FREE PACKAGE with PLANMGMTSCOPE(INACTIVE) and INVALIDONLY(YES)
  should free phased-out copies regardless of the INVALIDONLY
  option.
  In this case, Db2 did not keep track of the qualified
  phased-out copies to be freed when there is no invalid
  previous/original copies to be freed.

Problem conclusion

• Db2 code has been modified to free the qualified phased-out
  copies regardless of the INVALIDONLY option when FREE PACKAGE
  with PLANMGMTSCOPE(INACTIVE) and INVALIDONLY(YES) is issued
  for packages without invalid previous or original copies.
