PH63029: JOB BUILD FOR REORG IX CAN RESULT IN VARIOUS PROBLEMS RELATED TO SYSUT1 DD

Error description

• When performing a job build of a REORG INDEX utility (or with
  REORG TS where indexes are included) can result in the following
  issues with the SYSUT1 DD:
  
  1) The SPACE parm can be generated when the UNIT=TAPE
  2) Default values for the UNIT parm:
  a) Default behavior for TAPE devices is 59 units
  (UNIT=(CART,59). Default will be changed to 1.
  b) Default behavior for DASD devises is also being changed to 1.
