Error description

• When the DAI TCP server starts, it initiates several internal
  tasks. The internal tasks are serialized during the startup
  process, but DAI TCP server terminates abnormally with
  ABENDU0100-00000023 if this serialization fails.

  When the DAI TCP server starts, it initiates several internal
  tasks. The internal tasks are serialized during the startup
  process, but DAI TCP server terminates abnormally with
  ABENDU0100-00000023 if this serialization fails.
  
  In a busy system environment, the local caches assigned to each
  CPU can become inconsistent, which can cause internal task
  serialization to fail. Therefore, it is necessary to synchronize
  specific data in the local cache.
