Error description

• Update hlq.SHLOSAMP(HLOOPTS) member to be in sync with the TCz
  generation OPTIONS member for the Loader Started Task.
  
  If the HLOOPTS from the SHLOSAMP is used instead of the TCz
  generated OPTIONS member, then when the loader started task is
  started this can can fail with error message
  
  HLOP9895E <day of year> <time> XML Parser Exception occurred
  while processing line=164
