PH62384: MANY DFHMQ0371 ARE ISSUED WHEN MXT OCCURS, EVEN THOUGH UI91975 IS APPLIED 24/07/16 PTF PECHANGE

Error description

• Many DFHMQ0371 are issued when MXT occurs, even though UI91975
  is applied.
  
  The problem is with DFHMQMON, it calls process_mxt , that works
  out if it should issue the DFHMQ0371 message, and it does have
  code to restrict the issuing of that message to no faster than
  every 15 secs.  But after the process_mxt call we now can also
  call process_mqmonitors which also has a code path which issues
  DFHMQ0371, which is not guarded by the 15sec code.

  It is possible for CICS to issue many DFHMQ0371 messages when
  the region uses MQMonitors and the region goes Maxtask.
  

Problem conclusion

• A code change has been introduced to DFHMQMON so that every time
  a DFHMQ0371 message is to be issued, CICS will now check if one
  has already been issued recently (linked to the 15 second
  restriction for DFHMQ0370) and will now avoid issuing numerous,
  repetitive and redundant, DFHMQ0371 messages.
