Error description

• ABEND0C1 in CQCMZIIP during recovery of an abend in CQMMZIIP.
  Reduce CPU in QM address space when running zIIP offload mode.
  

Local fix

• FOR Internal ABEND0C1: stop monitoring of Db2 while leaving
  CQM up to finish processing all outstanding work prior to
  shutdown
