  * PROBLEM DESCRIPTION: Code to support enhancement of REBIND   *
  *                      PACKAGE with EXPLAIN(ONLY) option that  *
  *                      solves the following two problems.      *
  *                                                              *
  *                      1. Rebind package for an advanced       *
  *                      trigger does not allow EXPLAIN(ONLY)    *
  *                      to be specified. DSNT215I is issued     *
  *                      for such kind of REBIND subcommand.     *
  *                      2. Rebind package with                  *
  *                      PLANMGMT(BASIC/EXTENDED) does not       *
  *                      allow OWNER or OWNERTYPE option to      *
  *                      change value. DSNT216I is issued for    *
  *                      such kind of REBIND subcommand.         *
  *                                                              *
  *                      Besides the new functions, this APAR    *
  *                      also fixes two defects.                 *
  *                                                              *
  *                      1. A remote REBIND PACKAGE with         *
  *                      EXPLAIN(ONLY) rebinds the package as    *
  *                      if the EXPLAIN(ONLY) is not specified.  *
  *                      No explain tables are populated.        *
  *                      2. A remote BIND PACKAGE populates      *
  *                      SYSIBM.SYSPACKAGE.PLANMGMT with 'E' or  *
  *                      'B'.                                    *

  With the enhancement of this APAR, the following new functions
  are supported.
  
  1. REBIND PACKAGE of an advanced trigger with EXPLAIN(ONLY) is
  supported.
  2. REBIND PACKAGE with PLANMGMT(BASIC/EXTENDED) can specify
  OWNER or OWNERTYPE with different value from the original
  value when EXPLAIN(ONLY) is specified.
  
  With this APAR, the two defects are fixed with the correct
  behavior.
  
  1. A remote REBIND PACKAGE with EXPLAIN(ONLY) does not change
  the package, but populates the explain tables.
  2. A remote BIND PACKAGE populates SYSIBM.SYSPACKAGE.PLAMGMT
  with blank.
